311 received 1,643 homelessness tickets in Yerba Buena CBD in the twelve months to Sep 2026, 3% of the city's tickets. Against the twelve months before: −7%. 94 more were closed as duplicates and are not counted. This boundary runs through the middle of census blocks, so its resident count could be off by up to 23.1%, over the 10% this site allows: counts and share of the city, no rate or rank. The city added a separate homelessness concerns option to 311 in June and July 2025, during the earlier period; before then such reports were filed as encampment tickets.

Source: DataSF 311 Cases (vw6y-z8j6), tickets filed since Jan 1, 2024. Homelessness tickets are two kinds, counted together: encampment tickets (the "Encampment" service, called "Encampments" until June 2024) and homelessness concerns (general requests the city sends to the Department of Homelessness and Supportive Housing). Human waste, needles and street cleaning are not counted, because the data can't say who caused them. A ticket is a report, and anyone can file one: residents, workers, visitors, and business and benefit district staff. The data records how a ticket was filed (app, web or phone), but not who filed it. So these figures count reports. They don't count people or tents. Tickets the city closed as duplicates are left out, and so are test tickets. Each ticket counts in the neighborhood and districts the city assigns it, and in a custom area if its location is inside the area's boundary. An area defined as a list of intersections holds the tickets whose nearest intersection is on its list, within 150 meters. This is how the city places each police call at its nearest intersection. Rates divide by residents (2020–2024 American Community Survey). The 12-week and 4-week periods end on the last full day in the data. Twelve months means complete months. In June and July 2025 the city added a separate homelessness concerns option to 311. Before then, such reports were filed as encampment tickets. Total tickets rose after the change, and the change from a year earlier counts tickets as they were filed, before and after it. South of Market's share of the city's tickets was 17% both before and after. In June 2024 the city renamed its 311 categories and relabeled its app channel, and tickets rose sharply over the next two months, most of all in South of Market. The monthly chart starts in August 2024. How a ticket closed comes from the first words of the city's closing note. Time to close runs from when the ticket was filed to when it closed. A ticket still open counts as not yet closed.
Tents, structures and vehicles: DataSF Quarterly count of tents, structures, and lived-in vehicles (w9ip-yrij), source updated Sep 10, 2026. On one day every few months, teams from the Healthy Streets Operations Center (police, city outreach, emergency management, 311, park rangers and others) count the tents, structures, cars and vans, and other vehicles such as RVs and trailers that appear lived in. The city publishes each count months after it is taken. It records what was standing at each location when the teams passed. It doesn't count people: someone sleeping without a tent or structure is not counted. A 311 ticket can be filed at any hour by anyone who sees something, so the two measure different things. They are shown side by side and never combined. Each counted location is placed by its coordinates in today's neighborhoods, districts and custom areas (by nearest intersection for an area defined as a list of intersections), so every count day covers the same areas. The page shows counts only, without rates or percent changes, because most areas have few or no objects on a count day.
