What is counted: overnight programs for people who are homeless, or who have high needs and very low incomes. Shelter includes the city's adult, youth and family shelters, navigation centers and cabins. Transitional housing, respite and recovery housing, and residential treatment and care are also counted. Residential treatment includes the state-licensed substance use and mental health programs that serve people on Medi-Cal or without means. Supportive housing is the buildings the Department of Homelessness and Supportive Housing funds, plus affordable buildings with units set aside for homeless residents or funded through the Local Operating Subsidy Program or VASH. Sobering centers and crisis stabilization units, where stays last hours, are counted separately.
Beds count the people a program can house for the night. Supportive housing counts units, and sobering and crisis stabilization count spaces. The three are never added together. Each program's capacity is the latest its source publishes. State-licensed facilities use their licensed capacity. A building listed by more than one source counts once. A building with two different programs counts both.
Not counted: hospital psychiatric units (shown on the map as open rings), hospices, treatment programs that don't take Medi-Cal, and programs that have closed. Confidential domestic violence shelters, hotel vouchers, scattered-site programs and programs without a known address count citywide only (343 beds and 29 units). Board-and-care homes with six or fewer beds count in their area but are not named or mapped, because they are private homes.
Each site is placed by its address, using the city's address database, in today's neighborhoods, supervisor and police districts, and custom areas. An area defined as a list of intersections holds the sites whose nearest intersection is on its list, within 150 meters. Rates divide by residents (2020–2024 American Community Survey). Areas under 1,000 residents, or whose boundary splits too many census blocks for a reliable count, show counts only.

Daytime programs: the outpatient mental health, outpatient substance use and opioid treatment (methadone and buprenorphine) programs for adults in the Department of Public Health's provider directory (p6m6-pkpk). The directory lists the programs the city contracts with and is read nightly. Each listing counts as one program, and one location can have several. Programs only for children, youth and families, mobile teams without a fixed site, programs outside the city and privately funded clinics are not counted. The directory gives no size, so a large clinic counts the same as a small one. Each program is placed by its address, using the city's address database. Drop-in centers, free meals, showers and storage are not counted yet, because no one keeps a current citywide list of them.
